The Texas Club of Cardiologists was founded in 1965 by Drs. William Block, Hugh Hanson, Carlleton Chapman, Raymond Pruitt, and Alfred Harris. At the time, five of the total of six board certified cardiologists in Texas were members of the club. A sixth, Dr. Don Chapman was listed as a founding member but he never attended a meeting. The founding was modeled somewhat after the Texas Club of Internists. The idea was that the club would meet annually and that there would be a combination of academic presentations for CME and social activities for spouses.

CONSTITUTION FOR TEXAS CLUB OF CARDIOLOGISTS
Constitution and Bylaws of the Texas Club of Cardiologists adopted April 4, 1965, amended April 17, 1998
Article I – Name and Object – the name of this organization shall be Club of Cardiologists, organized for the purpose of stimulation of interest in research, practice and teaching of Cardiology and the promotion of good fellowship of its members.
Article II – Membership
Section 1 The club shall be composed of active and honorary members.
Article III – Qualifications for Membership
Section 1a A candidate for active membership must be engaged in research, teaching, or practice in the field of Cardiology. He shall be a member of the state Heart Association, The American Heart Association, The American Medical Association and shall be certified by the American Board of Cardiovascular Disease. In addition to these requirements, such candidate must be outstanding in his field of special endeavor.
Section 1b Any candidate failing to receive a favorable vote may again be presented and voted upon at the next regular business meeting.
Section 2 Any active member who has reached the age of 65 or who, because of ill health or any reason wishes to be relieved from active status, may request and be granted honorary membership (amended April 14, 1996)
Section 3 Any physician whom the club wishes to so honor may be elected directly to honorary membership.
Section 4 Honorary members shall neither vote nor hold office. They shall be exempt the from attendance requirements. When attending meetings, they will be assessed and an equal pro rata portion of the expenses of the meeting (amended April 14, 1996). All members who for whatever reason have moved out of the state of Texas will be automatically transferred to honorary membership unless they request to remain in regular status.
Article IV – Officers and Terms of Office
Section 1 There shall be a President, Vice President, and Secretary/Treasurer. These officers shall constitute the Executive Committee.
Section 2 The President and Vice President shall be elected for a term of one year. The Vice President shall succeed to the Presidency at the end of his term as Vice President. The Secretary/Treasurer shall be elected for a term of three years.
Section 3 The officers shall be elected at the annual business meeting from the active membership of the club.
Section 4 The Board of Directors of the Texas Club of Cardiologists shall be elected at the annual meeting by the membership. The Board shall be composed of the President, Vice President, Secretary/Treasurer, immediate past President and one member at large. All club policies must be approved and ratified.
Article V – Meetings
Section 1 The club shall meet twice each year. One meeting shall be held during the first week in April and the second shall be held in September or October at either the state or national heart meeting.
Section 2 The annual business meeting shall be conducted at the Spring meeting each year. All business of the club shall be transacted at this time.
Article VI – Committees
Section 1 There shall be the following committees: Executive Committee and such others as become necessary.
Section 2 Executive Committee shall be composed of the officers of the club. This committee shall be charged with the duty of arranging the meetings for the incumbent year. The committee is authorized to spend funds or enter into any agreements that may be necessary to make all arrangements for Spring and Fall clinical meetings.
Section 3 The Executive Committee shall conduct the business of the club between meetings.
Section 4 The Executive Committee may levy assessments upon the active members when such are needed.
Article VII – Quorum – A quorum shall consist of not less than fifty (50) per centum of the active membership of the club.
Article VIII – Amendment of the Constitution
Section 1 The articles of this constitution may be amended only by a three-fourths (3/4) vote of the active members, present and voting, at an annual business meeting. Notice of all proposed amendments shall be introduced in writing at the annual business meeting.
Section 2 The scientific program at each meeting shall be the responsibility of the Executive Committee.
Article XI – Discipline
Section 1 Failure to attend two (2) consecutive meetings of the club shall forfeit membership therein, unless the absence is due to personal illness, illness in one’s family, or provided the member is on active duty in the Army, Navy, Air Force, Marine Corps or other federal service.
Section 2 A member having forfeited his membership because of nonattendance may be reinstalled at any annual business meeting, upon written application, provided he does not receive more than three (3) negative votes.
Section 3 Failure to pay dues or assessments within the current year shall forfeit membership.
BYLAWS – THE TEXAS CLUB OF CARDIOLOGISTS
1. President
Section 1 He shall preside over all meetings of the club and discharge the usual duties of the presiding officer and be ex-officio member on all committees.
Section 2 He shall appoint such committee as he deems necessary.
2. Vice President
He shall assist the President in the discharge of his duties and in case of his absence or disability shall assume his duties.
3. Secretary/Treasurer
Section 1 He shall keep the minutes of the proceedings of all meetings of the club and shall send to each active member a copy of such minutes not later than two weeks after the meeting.
Section 2 He shall furnish to the nominating committee a list of the past officers of the club and a roster of the active membership thirty (30) days prior to the date of the annual business meeting.
Section 3 He shall send to each active member, with the notice of the annual business meeting, a list of the men proposed for membership with full information of their qualifications.
Section 4 He shall send flowers and/or messages of condolence to members or to their families whenever the occasion makes it appropriate.
Section 5 He shall keep the financial accounts of the club and shall collect all dues and assessments.
II. Meetings
Section 1 The following shall be the order of business of the annual business meeting of the club:
1. Reading of minutes
2. Memorial report on deceased members
3. Reading of communications
4. Election of members
5. Proposed members
6. Reports of committees
7. Unfinished business
8. New business
9. Election of officers
10. Adjournment
Section 2 The Scientific Program at each meeting shall be the responsibility of the executive committee.
III. Election of Members
Section 1 Candidates for active membership shall be proposed in writing at the annual business meeting. The proposal shall set forth the date and medical school from which he graduated, the educational qualifications, hospital connections, contributions to medical literature, years in practice, and other pertinent information shall be made without the knowledge of the one proposed.
Section 2 The election shall be by secret ballot and three (3) negative votes shall be sufficient to prevent election.
Section 3 Any active member may make nominations for honorary membership. Such nomination shall be made thirty (30) days prior to the annual business meeting and shall be sent to the Secretary/Treasurer. The election shall be voted upon and two-thirds (2/3) majority of those present and voting shall be necessary for election.
Section 4 All members who for whatever reason have moved out of the state of Texas will be automatically transferred to honorary membership unless they request to remain in regular status.
IV. Entertainment
Section 1 All expenses related to entertainment and social events shall be the responsibility of each participant.
Section 2 Entertainment for the members, wives, and guests present at a meeting shall be arranged for by the Executive Committee. The type and scope of the entertainment shall be left to their discretion. The Secretary or his designee shall pay the actual expenses of such entertainment and subsequently these expenses shall be per rated equally among the participants.
Section 3 Spouses of deceased members. Any spouse of a deceased member who has not remarried shall be welcomed to attend all social events of the meeting and will be assessed an equal pro rata portion of the social expenses of the meeting (amended April 14, 1996).
V. Discipline
Section 1 Active members are required to pay dues set by Club (now $500 per year) within 90 days of receiving invoice whether or not they have recently attended a meeting. Honorary members do not have to pay dues and may attend any meeting (but must pay their share of social activities and CME). If a member cancels less than 30 days prior to the annual meeting, he may be assessed amount lost by club (non-refundable).
Section 2 Failure to pay dues or assessments within the current year shall forfeit membership.
Section 3 The member having forfeited his membership may be reinstalled at any annual business meeting, upon written application, provided he does not receive more than three (3) negative votes.
VI. Dues
Section 1 The annual dues of the club shall be determined by the Executive Committee and shall be payable within 90 days of receipt of invoice.
Section 2 Honorary members shall pay no dues or assessments. However, when attending meetings, they will be assessed and an equal pro rata portion of the expenses of the meeting (amended April 14, 1996).
VII. Amendments of Bylaws – These bylaws shall be amended only by three-fourths (3/4) vote of the active members present and voting at an annual business meeting. Notice of the proposed amendment shall be sent to the Secretary and in turn by the Secretary to each member of the club at his last given address, thirty (30) days before the final action is to be taken thereon.
VIII. Rules of Order – All questions of order not provided by these rules shall be determined by parliamentary usage expounded in Robert’s Rules of Order.
IX. Effective Date. This constitution and bylaws shall be in effect immediately following the meeting at which it is adopted.

Notes from members about the history of the Texas Club of Cardiologists

The idea was that the club would meet annually and that there would be a combination of academic presentations for CME and social activities for spouses.
George Rodgers:
I was recruited by Dr.Milton Hejtmancik. He was one of the early members of the club, not a founding member, but one of the early members who I joined the club in 1968. Dr. Hejmancik was a classmate of my father’s at The University of Texas Medical Branch in Galveston in the graduating class of 1943. My father was fond of saying that Milton was graduated first in the class. My father graduated second in his class. Milton went into academics in cardiology and was a professor until his passing at the Galveston branch. Dr. Hejmancik recruited me as a potential new member and I was elected and attended my first meeting in Houston in 1993, which was hosted by Carlos DeCastro and Dr. Charles Mullins. Others attending as I recall were Dr. Robert Hall, Dr. William Krause, Dr. Myron Zinn, Dr. Hugh Hanson, Dr. William Block, Dr. Milton Hejmancik, Dr. Jack Hyland, and Dr. Thomas Lombardo. Dr. Billie Pugh was also recruited and joined that year. It was a wonderful meeting with social and academic presentations and it was extremely enjoyable. The next year at the business meeting, I was elected incoming president and I was invited to host the meeting in Austin the next year. They said that they had not had a meeting in Austin in quite a while. That meeting went well, I remember Dr. Jack Hyland commenting. We took a cruise on Lady Bird Lake (at that time it was called Town Lake), and we took a cruise under the Congress Street bridge to see the Mexican free-tailed bats and Dr. Jack Hyland and Kay enjoyed that quite a bit. The next meeting was in 1995 and Dr. William Block announced that he had been the secretary of the club for 30 years and that he nominated me to become the secretary of the Texas Club of Cardiologists. At the business meeting, I was unanimously elected secretary, having served my term as president, and I asked Dr. William Block how long the term was and he said, “I served for 30 years and I expect you to serve for 30 years as well”. Now I am 20 years into my term and still enjoying it.
Interview with Dr. Peter Langsjoen
Dr. Per Langsjoen joined in the 1968, and Perter overlapped with his father for a year or two before his father’s passing. Some of his recollection of his father’s comments was a meeting that his father attended that was hosted by Dr. Joe Reeves, who lived in Beaumont, and they went out on a boat and everybody became seasick, except for Dr. Hugh Hanson who was drinking vodka tonics. He also mentions his father’s fascination with Dr. Charles Mullins’ extensive collection of cowboy boots.

Interview with Dr. Philip Zinn
His father, Dr. Myron Zinn, was one of the early members of the club. He said that his father’s first meeting was in 1979 in Lakeway and, because of significant rain that year, all of the events were cancelled. He also recalls his father talking about an event in San Antonio that was held at the Argyle Club, hosted by Dr. William Block. Dr. Philip Zinn said that he and his father were close to Dr. William Block from San Antonio. Dr. William Block was a Mayo trained cardiologist. He said one of the sad things was unfortunately Dr. William Block, who was extremely bright and quick-witted and charming, developed dementia towards the end of his life and in 2004 when Dr. Philip Zinn was seeing him he forgot where Mayo was. Dr. Philip Zinn said his first meeting was in 1997 in Houston and they were newlyweds at that time.
Interview with Dr. Jack Hyland
Dr. Jack Highland said that he was proposed in 1978 by Dr. William Krause who was one of the early members and an esteemed cardiologist in Dallas. He did not join until 1982 later when he had remarried Kay. Dr. Jack Highland said that his favorite meeting was one that was held in Napa, commemorating year 2000, which was hosted by Dr. Randy Lombardo and Dr. Thomas Lombardo. He also mentions the meeting at Mayo that was hosted by Dr. Stephen Kopecky and also mentioned the meeting in Washington, D.C., that was hosted by Dr. William Roberts when we stayed at the Cosmos Club. Dr. Jack Hyland says that he has mostly enjoyed the great collegiality among members of the Texas Club of Cardiologists. Dr. Jack Hyland started his practice in Dallas in 1962. He was one of the first to be trained in invasive cardiology and heart catheterization in 1966. He learned heart catheterization from one of the pioneers, Dr. Sones. He started Baylor’s heart program. Dr. William Krause, a great friend and colleague of his, was the Chief of Cardiology at St. Paul’s.
